World directory of modern military warships, a part of Global Firepower, has produced a formula called True Value Rating (TvR), which ranks each country on parameters like modernisation, logistical support, attack, and defence capabilities. Here are the top 7 countries in 2025.

1.United States

The United States has the largest fleet of 232 active fleet units in its naval inventory. This includes frontline commissioned vessels, but excludes small patrol vessels, auxiliary/survey ships, replenishments, historical and ceremonial types. It has a True Value Rating of 323.9. It has 11 aircraft carriers, 68 submarines, 119 fleet cores and 34 amphibious assault units.

The People's Republic of China has 405 total units, which include 3 aircraft carriers, 73 submarines, 316 fleet cores and 13 amphibious assault units. It has a True Value Rating of 319.8.

Indonesian Navy ranks 4th with a True Value Rating of 137.3. It has 4 submarines, 209 fleet cores and 32 amphibious assault units.
